Russian attacks have left thousands without power in Ukraine, while a drone attack killed two people in Russia, as United States-led peace talks on ending the war, deep in its fourth year, press on. Ukrainian President Volodymyr Zelenskyy said Saturday that Russian night-time attacks damaged more than a dozen civilian facilities, disrupting power in seven regions. "They still aim to destroy our state and inflict maximum pain on our people." Kyiv and its Western allies have repeatedly said Russia is trying to cripple the Ukrainian power grid and deny civilians access to heat, light and running water for a fourth consecutive winter, in what Ukrainian officials call "weaponising" the cold. Russian attacks left parts of the Kherson region, including the regional capital, Kherson, without power, according to regional head Oleksandr Prokudin.

Ukraine says it hit Russian oil refinery in drone exchanges; key talks loom
Ukraine's military has said it struck an oil refinery in Russia's Saratov region in an overnight drone attack, causing explosions and destruction, according to an army statement, as daily aerial exchanges intensify with diplomatic momentum to end the war in play. Saratov's governor said on Sunday that one person was killed and several residential apartments and an industrial facility were damaged, but did not mention the oil refinery being struck. "[Ukrainian] drones are targeting โฆ deeper into Russian territory [than] in the past, where previous attacks have been focused on the line of contact in the south and the western parts of Russia," said Al Jazeera's Osama Bin Javaid, reporting from Moscow. It is still unclear whether Ukraine's claims that it hit a refinery are true, he added. Ukraine's military also said on Sunday that it had taken back a village in the Sumy region from the Russian army, which has made significant recent gains there.

One person was killed and several apartments and an industrial facility were damaged in a Ukrainian drone attack on the south Russian region of Saratov, the governor said on Sunday. Roman Busargin posted on the Telegram messaging app that residents were evacuated after debris from a destroyed drone damaged three apartments in the overnight attack. "Several residents required medical assistance," Busargin said. "Aid was provided onsite, and one person has been hospitalized. Unfortunately, one person has died."

A Ukrainian drone attack on an industrial plant in Izhevsk, in central Russia, killed three people and injured 35 others, regional Governor Alexander Brechalov said in a post on Telegram. The drone struck the Kupol Electromechanical Plant, which produces air defence systems and drones for the Russian military, an unnamed official with Ukraine's Security Service, the SBU, told the Associated Press news agency. A Russian attack on a vehicle evacuating civilians from Pokrovsk, in Ukraine's Donetsk region, killed one person and injured a policeman, police said. The Ministry of Defence in Moscow said that 60 Ukrainian drones were downed overnight over several regions, including 17 over Russian-occupied Crimea, 16 over Russia's Rostov region and four over Russia's Saratov region. Ukraine's Air Force said on Tuesday that Russia launched 52 Shahed and decoy drones at the country overnight.
